I noticed that the issue is usually that rimsort places critical CE related mods above combat extended in the modlist, which causes a world generation crash in rimworld. But yes, I was being quite sarcastic nonetheless. The mod list is sorted alphabetically (by mod name). This method alphabetizes your mods after splitting it into tiers. Just checking, are you using a mod auto-sorter like RimPy or RimSort? If not, try RimPy, and if that doesn’t help, consider giving the topological sort (not RimPy sort) in RimSort a shot—it actually seemed to clear up a couple weird issues for me. There's still a sorting difference between RimSort and RimPy, however I identified two malfunctioning mods that only blew the game up with a RimSorted-sort.
